Kennzeichnung und Rückverfolgbarkeit gentechnisch veränderter Organismen (GVO) in der Nahrungs- und Futtermittelindustrie
Der Arbeitsschwerpunkt dieses Projekts lag in der Analyse der ökonomischen Auswirkungen der Vorschriften zur Kennzeichnung und Rückverfolgbarkeit von GVOs in der Lebensmittel- und Futtermittelindustrie in Deutschland. Dabei wurden verschiedene Branchen und Systeme mit einander verglichen. Die zu erwartenden Ergebnisse lagen Ende 2006 vor. Im Gegensatz zu den USA findet man in der EU und in Deutschland eine starke Ablehnung der Verbraucher gegenüber gentechnisch veränderten Nahrungsmitteln. Vor diesem Hintergrund bestehen die Verbraucher auf Wahlfreiheit, um sich persönlich zwischen konventionellen und transgenen Nahrungsmitteln entscheiden zu können. Diese Wahlfreiheit kann nur durch ein umfassendes Kennzeichnungs- und Rückverfolgbarkeitssystem ermöglicht werden. Mit den EU-Richtlinien 1829/2003 und 1830/2003 zur Kennzeichnung und Rückverfolgbarkeit von Futter- und Nahrungsmitteln, die aus GVOs bestehen oder GVOs enthalten, soll der Verbraucherwunsch zur Kennzeichnung und Rückverfolgbarkeit von GVOs erfüllt werden. Eine Vermischung mit GVOs kann während des Anbaus, des Transports oder der Verarbeitung erfolgen. Unter einem Schwellen wert von 0,9% GVO-Anteil im Nahrungs- oder Futtermittel muss nicht gekennzeichnet werden, wenn die GVO-Beimischung zufällig oder technisch nicht vermeidbar ist. Prinzipiell besteht nahe zu in der gesamten Nahrungsmittelproduktion eine Vermischungsgefahr mit GVOs: gentechnisch veränderter Mais und Sojabohnen sind in einer Vielzahl von Rohstoffen und Zusatzstoffen in der Lebensmittelproduktion enthalten. Beispiels- weise kann Soja in über 20.000 Lebensmitteln in Form von Mehl, Protein, Pflanzenöl, Lecithin oder Vitamin E enthalten sein. Aufgrund der gesetzlichen Vorschriften, der Vielzahl der Vermischungsmöglichkeiten und der großen Anzahl der verschiedenen Kennzeichnungs- und Rückverfolgbarkeitssystemen erfolgte die wissenschaftliche Bearbeitung dieses Themas.
